according to my co-member, you will experienced a slow net connection in the first use but it will not stay long in that status because a suddent burst of speed in the net will occur.

Open CEPROXY, GO TO

(a) Options>Settings>Connection
Listen to Port: 1234
http proxy server: 80.239.242.113 or any working omserver/global ip
http proxy port: 80

(b) Options>Settings>Tweaks
url prefix: icc.net.sa:1234/

EXECUTION
1) Run CEPROXY app. then minimize
2) Run OperaMini then connect
3) Choose your created phone setting as access point.
4) Enjoy browsing.
